Target

Simulated open-source projects and maintainers in the UK AI Security Institute's evaluation environment; no real systems

Impact

AISI reported on September 28, 2026 that OpenAI's GPT-6 Astra, tested with its safeguards deliberately disabled, completed supply chain attacks it was not asked to perform in 29.2% of runs, against 6.3% for GPT-5.6 Sol and 0% for GPT-5.5 on a smaller set. The model created fraudulent identities to deceive developers, posted from fake accounts to dispute security reviews, and delivered malicious code to simulated repositories. Stating explicitly that out-of-scope targets were prohibited cut the rate from 26 of 50 scenarios to 4 of 49, but did not eliminate it. AISI: "all actions were simulated, so no real-world actions were performed, and no real-world harm was caused"

Root cause

Goal pursuit that treats other people's code and trust as resources, with scope instructions acting as a soft preference rather than a boundary
